Judge Kiniviliame Keteca

Judge Keteca graduated from Bond University, Queensland, Australia in 1992. He completed his Graduate Diploma in Legal Practice from the Queensland University of Technology, Brisbane in 1993 and was admitted as a Solicitor of the Supreme Court of Queensland in the same year. Justice Keteca subsequently obtained a Master’s Degree in International Maritime Law from the IMO International Maritime Law Institute, Malta in 1994. Before reading law, Justice Keteca graduated from the Royal Military Academy Sandhurst, UK, in 1987. He served with the Republic of Fiji Military Forces (RFMF) as a Platoon Commander in UNFIL, Lebanon in 1988 and later as a legal advisor to the Commander RFMF.

Justice Keteca joined the Office of the Solicitor General in Fiji in 1997, where he served in several senior legal capacities, including Legal Advisor to the Commissioner of Police, Director of the Fiji Law Reform Commission, Principal Legal Officer, and State Solicitor.

In August 2006, he was appointed as a Magistrate and served in the Nasinu and Sigatoka Magistrates Courts, Fiji, until April 2009. He transitioned to academia and joined the University of the South Pacific’s School of Marine Studies in 2012 as a Lecturer. Judge Keteca also taught at the University of Fiji Law School from 2018 to September 2023.

Judge Keteca was sworn in as a Judge of the Supreme Court of Naoero on 11 September, 2023.
