Justice Palmer graduated from Otago University in Dunedin, New Zealand in 1985. In 1986, he undertook professional attachments in New Zealand, gaining practical experience with the Police Legal Section at Police Headquarters in Wellington, the Crown Law Office, and the prominent private law firm Chapman Tripp Sheffield Young. He returned to Solomon Islands in December 1986 and joined the Government Public Service as a Magistrate in 1987, initially exercising First Class jurisdiction before being promoted to Senior Magistrate.

He joined the Registrar General’s Office in 1989, where he was responsible for a wide range of legal and administrative functions, including land registration, companies and business names registration, bills of sale, trademarks, patents, copyrights, probate, and the administration of deceased estates. He served as Senior Registrar and later as Acting Registrar General before returning to the Magistracy in April 1990 as Principal Magistrate of the Central Magistrates’ Court in Honiara. During this period, he also served as Acting Chairman of the Trade Disputes Panel.

In August 1992, he was appointed a Judge of the High Court of Solomon Islands, a position he has held with distinction for many years. From July 2001 to August 2002, he served as Acting Chief Justice while the incumbent Chief Justice was on sabbatical. He was appointed Chief Justice of Solomon Islands in 2003. Under his leadership, the judiciary has continued to strengthen its role as an independent institution committed to upholding justice, constitutional governance, and the rule of law.

In recognition of his outstanding service to the Government and Judiciary of Solomon Islands, he was appointed a Commander of the Order of the British Empire (CBE) in the Queen’s Birthday Honours in 2000. In 2004, he received a Knighthood as a Knight Bachelor, further acknowledging his exceptional contribution to the nation and its judicial system.
